Open a new 600x600 transparent image.

Open element 13, copy and paste as a new layer.  Resize 80%.  Using your magic wand, click inside the frame.  Selections, modify, expand by 6.  Open paper of choice.  I am using paper 3, copy and paste as a new layer.  Selections, invert and hit delete on your keyboard.

Do not deselect.

Open your close up tube and paste as a new layer.  Using your move tool, move your tube into a spot you like.  Once happy with the position hit delete on your keyboard.  Select none.  Move both paper and tube layer under your frame layer.  Drop shadow the frame.  Duplicate your tube and move this layer above the frame.  using your eraser tool erase the bottom part and right side of your tube.  Drop shadow the original tube.

Open element 18, copy and close the original.  Paste as a new layer and resize 30%.  Move to the bottom right side of your frame.  Drop shadow.  See mine for placement.
Open element 15, copy and close the original.  Paste as a new layer and resize 60%.  Move to the bottom of your frame.  Drop shadow.  See mine for placement.  Move this layer under the ambulance layer.

Open element 23, copy and paste as a new layer.  Resize 80% and move to the right side of your frame.  Move this layer under the ambulance.  Drop shadow.  See mine for placement.

Open element 6, copy and paste as a new layer.  Resize 60% and move to the bottom left corner.  It should be on top of the bow.  Drop shadow.

Open element 4, copy and paste as a new layer.  Resize 30% and move to the upper left hand corner of the frame.  Drop shadow using V/H 1, opacity 100, blur 1, black.

Open element 22, copy and  paste as a new layer.  Resize 70% and move this to the left side of the frame.  Move this layer under your flower layer. Drop shadow.

Select raster 1, copy paper of choice.  I am using paper 4.  Paste as a new layer, Layers, load/save mask, load mask from disk and find WSL_mask 56.  Apply your mask and merge group.  Image resize 105%.
